Children with Serious Emotional Disorder Waivers (CSEDW)
KVC’s Children with Serious Emotional Disorder (CSED) Waivers program is Medicaid waiver program designed to support youth ages 3-20 who have serious emotional disorders (SED). CSED Waiver services are intended to keep or return youth to the least restrictive environment where they can thrive. This waiver allows families to receive intensive services through wraparound facilitation, therapy, and in-home family support services. KVC provides CSED services in 33 counties. Waiver services are provided with the support of Aetna and the West Virginia Department of Health and Human Resources Bureau of Medical Services.

How to Access CSED Waiver Services
Families can learn more about the application process and download an application from the West Virginia Bureau of Medical Services website. After families complete and submit their application, an evaluation will be scheduled and completed to determine eligibility. Once eligibility is confirmed, families choose their service provider for both wraparound facilitation and supportive services. KVC provides both types of CSED Waiver services in 33 West Virginia counties.
Eligibility Requirements
- Youth must be ages 3 – 20 (can apply up to 21st birthday).
- Youth must be residents of West Virginia.
- Youth must also be eligible for Medicaid and/or have applied for Medicaid to be considered.
- The Medical Eligibility Contract Agent (MECA) will determine eligibility based on the completed Independent Evaluation.
What is the Wraparound Approach?
Wraparound services engage the family network and community to help the youth and family meet individualized goals. A successful wraparound program requires the involvement of multiple community members and organizations. Wraparound allows providers to serve families with a more flexible, holistic approach in order to effectively meet the needs of participating youth and families. KVC utilizes the National Wraparound Initiative (NWI) as a model to provide wraparound facilitation services.
